  استهدفت الدراسة الحالية التعرف علي واقع خدمات التدخل المبكر التي تقدم للأطفال ذوي الاحتياجات الخاصة،وأسرهم في محافظة بورسعيد، ورصد معوقات الحصول علي تلك الخدمات من وجهة نظر أولياء أمورهم، واشتملت عينة الدراسة علي (174) من أولياء الأمور، طبقت عليهم استبانة تم تصميمها في ضوء ما تم صياغته من أسئلة الدراسة، وأهدافها، استخدمت الباحثة الحزم الإحصائية للعلوم الاجتماعية(SPSS 25) في معالجة البيانات وإجراء التحليلات الإحصائية ، واظهرت النتائج إتفاق أفراد عينة الدراسة نحو تدنى واقع تقديم خدمات التدخل المبكر للأطفال ذوي الاحتياجات الخاصة وأسرهم تمثل في ندرة المراكز الحكومية المتخصصة في تقدم خدمات التدخل المبكر ، وجود مراكز خاصة غير مؤهلة تقدم بعض الخدمات نظير مبلغ مالي كبير يمثل عبء علي الاسر، فضلاً عن عدم وجود فريق عمل مؤهل ومتعدد التخصصات الامر الذي يصعب معه اجراءات التحاق الأطفال بها، أو تلبية احتياجات الطفل وأسرته ، كما إتفقت أفراد عينة الدراسة علي صعوبة حصول الأطفال ذوي الاحتياجات الخاصة وأسرهم علي خدمات التدخل المبكر لوجود معوقات متعددة منها؛ تدني الخدمات التي تقدم في المركز وعجزها عن تلبية احتياجات الطفل والاسرة، قصور في عملية التشخيص ، أوتطبيق الاختبارات الرسمية وغير الرسمية لتقويم حالات الاطفال مما ينعكس علي إعداد البرنامج التربوي المناسب لحالة الطفل، ضعف البرنامج المستخدمة عن تقديم خدمات متنوعة تناسب جميع فئات الاعاقة وأسرهم الأمر الذي أدي إلي ضعف مشاركة الوالدين وتعاونهم مع مقدمي الخدمة.
 وفي ضوء النتائج التي تم التوصل اليها قامت الباحثة بعمل تصور مقترح لمركز للتدخل المبكر يكون نواة لتقديم الخدمات الطبية والتربوية والنفسية والاجتماعية وتأهيل الأطفال ذوي الاحتياجات الخاصة .
     The current study aimed to identify the reality of early intervention services that are provided to children with special needs and their families in Port Said Governorate. And the monitor Obstacles obtain on these services from the point of view of their parents, and the study sample included (174) parents, A questionnaire was applied to them that was designed in the light of the objectives and questions of the study that were formulated. The researcher used the statistical packages for social sciences (SPSS 25) in processing data and conducting statistical analyses. The results showed that the study sample agreed on the low reality of providing early intervention services for children with special needs and their families due to the scarcity of centers specialized in early intervention in the governorate. Early intervention services are provided in exchange for a large amount of money that represents a burden on families. In addition to the lack of a qualified and multidisciplinary work team, which makes it difficult for children to join the procedures, or to meet the needs of the child and his family, The study sample also agreed that it is difficult for children with special needs and their families to access early intervention services due to the presence of multiple obstacles, The low services provided in the center and its inability to meet the needs of the child and the family,Deficiency in the diagnostic process, Or the application of formal and informal tests to evaluate children's cases, which is reflected in the preparation of the appropriate educational program for the child's condition, Weakness of the program used in providing various services suitable for all categories of disability and their families, which led to weak parental participation and cooperation with service providers.
                                                                                                                                            In the light of the results reached, the researcher Creating a proposed vision for an early intervention center that would be a nucleus for providing medical, educational, psychological and social services and rehabilitating children with special needs.
