معوقات تطبيق التربية المدنية في مجال المواطنة كأحد أبعاد حقوق الانسان Obstacles to applying civil education in citizenship as one of human rights dimensions

هدفت الدراسة بصفة رئيسية التعرف على المشكلات التي تحول دون تحقيق التربية المدنية في مجال تربية المواطنة و طرح تصور تربوي مقترح لتفعيل التربية المدنية في مجال تربية المواطنة كأحد ابعاد حقوق الانسان ، وقد استخدمت الدراسة فى سبيل تحقيق هذا المنهج الوصفى، واستعانت بأداة استبانة تم تطبيقها على (300) طالبة معلمة بكليات التربية للطفولة المبكرة بجامعتى المنصورة – دمنهور .
وقد اسفرت الدراسة الميدانية عن مجموعة النتائج أهمها إن تطبيق مفهوم التربية المدنية بالمؤسسات التعليمية وخاصة مؤسسات رياض كأسلوب حديث- واتباع مبادئها من: الشفافية، والنزاهة، والمساواة، والمشاركة، والمساءلة، والتمكين، ومكافحة الفساد، تُسهم ذلك في إحداث تغييرات إيجابية داخل المؤسسة التعليمية، وتُعزز تحقيق أهدافها، وقدمت الدراسة وفقا لذلك مجموعة من التوصيات التى يمكن ان تسهم بشكل فعال فى تفعيل التربية المدنية فى مجال تربية المواطنة كأحد أبعاد حقوق الانسان ومنها وضع تشريعات ملزمة لإدراج التربية المدنية وحقوق الإنسان في جميع المراحل التعليمية.
تضمين مبادئ المواطنة والديمقراطية في القوانين المنظمة للعملية التعليمية ، تفعيل اللوائح التي تعزز المشاركة الطلابية في صنع القرار المدرسي والمجتمعي.
A Proposed Educational Framework for Activating Civic Education in the Field of Citizenship Education as One of the Dimensions of Human Rights ,Study Objective:The study aimed primarily to identify the challenges hindering the implementation of civic education in the field of citizenship education and to propose an educational framework to activate civic education as a key dimension of human rights.Methodology and Tools,The study adopted the descriptive method and utilized a questionnaire as its primary tool, which was administered to a sample of (300) female student-teachers from the Faculties of Early Childhood Education at Mansoura and Damanhour Universities.Study Findings:The field study revealed that applying the concept of civic education within educational institutions—particularly in kindergartens—as a modern approach, along with the adoption of principles such as: Transparency- Integrity- Equality- Participation- Accountability- Empowerment- Anti-corruption. can contribute to positive changes within the educational environment and enhance the achievement of institutional objectives. Recommendations:Enacting binding legislation to incorporate civic education and human rights across all educational levels,Integrating the principles of citizenship and democracy into the laws regulating the educational process, Activating regulations that promote student participation in school and community decision-making
